Bold statement up front: China is laying out an ambitious roadmap to modernize its economy, advance technology, and accelerate decarbonisation over the next five years, with a clear aim to strengthen fundamentals ahead of its 2035 target to double per capita GDP from 2020 levels. And this is where some people push back—will the plan translate into sustained growth and real-world progress, or encounter realistic limits?
China plans to set 20 growth targets for the coming five years, spanning the economy, technology, healthcare, and economic security. These targets, which include both binding and non-binding goals, were announced by Premier Li Qiang as part of the government work report presented at the National People’s Congress. The overall target count matches the previous five-year period.
The 15th Five-Year Plan outline, covering through 2030, outlines 109 major projects across six areas, up from 102 projects in the 14th plan. The emphasis remains on technology, modern industries, and public welfare, signaling a continued push toward high-tech upgrading and improved living standards.
Notably, the government work report did not publish a single GDP growth target for the five-year horizon. Instead, it indicated that annual goals would be rolled out in sequence and that the priority would be to strengthen the economy’s structure and efficiency rather than chasing a fixed growth rate.
Li Qiang did provide a near-term growth frame, stating that this year’s GDP growth target would be in the 4.5% to 5% range, slightly down from last year’s around 5% target. He framed the strategy as a two-pronged effort: modernising the industrial system with advanced manufacturing at its core and pushing for greater self-reliance in science and technology through original innovation and breakthroughs in core technologies in key fields.
China’s leadership has long treated the five-year plan as a decisive mechanism—blending state direction with market dynamics—to secure an institutional edge in global competition. This plan signals a continued commitment to boosting innovation, enhancing economic security, and reducing emissions while navigating the challenges of growth and structural adjustment.
